Yes, According to the Delhi High Court decision, students from National and State open schools are eligible to take the NEET exam, but they must meet both the age and academic criteria. However, the Medical Council of India has filed some petitions against this verdict, which is still being considered by the court.

As you passed class 12th from NIOS, and you want to get selected in NEET UG, you have to take atleast above 50 marks in biology, chemistry, physics each.
Then only you can apply for NEET as the criteria to apply for NEET is to get atleast 50th percentile in pcb.
As you are from open category you have to take 50th percentile in pcb.

Yes you will be eligible for the neet examination without any troubles. Following is the minimum percentage limit set up for various categories General Category – 50% (Physically Handicapped, PH – 45%) and for OBC/SC/ST – 40% (PH – 40%). So you have adequate percentage but you must fulfill some more criteria which are mentioned below:
Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board.
Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
Candidates must have completed 17 years as on December 31, 2022.
Indian Nationals, NRIs, OCIs, PIOs & Foreign Nationals aspirants are eligible to apply

You might face problem regrading the eligibility of the neet exams. This i am saying so because of the previous years data. But if in case the neet officials announced no restriction for the exams then you are good to go. However, you must score more then 50 percent in all biology,chemisrty and physics in order to be eligible. But there can be a announcement like it happened in the jee mains 2021.
