I passed HS in 2021 From WBCHSE. Then I dropped out and started preparing for WBJEE to get admission into a engineering college. I heard a rumor about Mark percentage cutting. That every year your HS marks will cut upto 5% and you will get admission on bases your remaining percentage marks. True ?

With reference to your above mentioned query, i would like to tell you that there are no criteria that your class 12th percentage will decrease by 5 % if you take a drop for 1 or 2 years. This is just a rumor.
