I passed my 12th in 2019 but in 12th i got less than 60% so it is trubleing me to get job in mnc ptv so can i improve my 12 th Mark's??? and also i had science background so can I improve my marks in arts???

Yes definitely! There is an institute known as National Institute of Open Schooling or NIOS, this is a central education institution and you can give or re-appear for any examination in any time of your entire lifetime. So, even if you passed class 12th in 2019, you can still improve your score in any subject that you want, so go for it.
