I passed my class 12th examination in 2017. Am I eligible for admission in Jadavpur University through WBJEE score of 2020 after 3 years gap?

Yes , you are eligible for wbjee even after 3 years of your 12th as the condition to be eligible for wbjee is that Candidates should have passed class 12th or should be appearing. General category candidates should have secured an aggregate of 45% and reserved category candidates should have scored 40% in the above three subjects taken together to be eligible for WBJEE 2020. All candidates are required to have qualified English in 10+2 with at least 30% marks. There is no upper limit for B.Tech programmes except for Marine Engineering where the upper age limit is 25 years . So, you don't need to worry about age limit as well. So , yes you are eligible.
