I passed out 10 from Meghalaya and 10+2 from Assam and my parents are residents of Assam for over more than 20 years. So will I get seat under 85% state quota in Assam Government Medical College.

As you want to get state quota in Assam for the government medical college for the state quota the eligibility criteria is that the candidates must have completed/appear in their state's 10th and 12th grades. The candidate must be a legal resident of the state. The candidate must have proof of state residency.
