Hello,

There is nothing wrong with the college taking off the 5000 from the second semester fees. The reason would be that normally, when this happens, you have already paid in the first round of counselling but have opted for upgradation. So since you had paid 5000 in the first round, the college is using this to offset in the following semester rather than tacking it on to your first-semester fees.

Always get a clear letter from the college regarding this so you are all set; then, once it is time to pay your second semester fee, there is no confusion, and the 5000 is properly adjusted. This is all fine as long as it is transparently conveyed and documented.
