I am afraid, no. According to the eligibility criterions from the past years, to explain in a well understandable manner, if you have myopia the limitations are -0.75 and for hypermetropia it's +1.5 i.e it should not be more than 2.5D and 3.5D respectively, including disorders like astigmatism. Thus, with the better eye, in a distant chart he/she should have 6/6 and 6/9 with or without glasses in the worse eye. Besides he/she should pass the colour vision Ishihara test i.e, should be able to distinguish between the green and red colours and any kind of laser surgeries or Radial Keratotomies done for improving the visual standards will lead to permanent rejection.

Dear aspirant,
Spectacles are not allowed in NDA at all. Eye sight should be 6/6 with out spectacles. Though you can appear in written exam, but in medical exam they will drop you.
Myopia should not be more than 2.5 D and hypermetropia not more than 3.5 D including Astigmatism. Internal examination of the eye will be done by means of ophthalmoscope to rule out any disease of the eye. A candidate must have good binocular vision.
You should be able to recognise gree and red colour.
