I qualified jee mains last year(2018) , can I give advance this year without attempting mains 2019?

No, You cannot give JEE Advanced without attempting Mains.
You are eligible for JEE Advanced only if you cleared JEE Mains of that year. Every year a different merit list is produced by the authority including the names of the qualified students registered in that year only. No record of the previous year is useful in the subsequent years.

No, you cannot attempt JEE advanced without giving JEE Mains on the basis of your previous years score. To qualify for JEE advanced this year you was supposed to give JEE mains 2019. Now the dates of of JEE mains 2019 have passed and if you have not attempted it it then you are not eligible for advanced. Also you have only two attempts for JEE advanced so if you have missed this one then you can't give it next year also. I would suggest you to try for colleges that do not give admission on the basis of JEE.
