i recently completed my btech(that's 2020) i don't have my pc and tc i have applied for it so if we don't have our degree certificate what should we do

This depends on what you want to do and where you are going to do. If you want to apply for further studies in any college , you will need degree certificate in most of them without which you won't be accepted . But if you think getting your certificate or tc will be delayed , then you may produce and official letter signed from the college authorities stating that you will have completed your degree and that you will be submitting the TC within 1-2 months following which you will be given a provisional admission . Some colleges may adjust and allow you to proceed and some may not. If it is for a job , again the same applies , you may give an evidence that you have completed the degree. On the other hand if you want to do online internship or a short term course then , you may not need it, . So you can either try this way or wait until you get your TC and keep contacting your college about its status so that you can adjust your plans accordingly ,meanwhile you can prepare for any upcoming exams .Also make sure that you have submitted the necessary documents or cleared you dues in college such as library, lab etc of applicable to avoid further delay in the process
