there are some IAS officers who have percentage less that 60% but it is very hard to find out and difficult to go in such detail. This will only be known by the person who has filled the form or who has scored it. But the main purpose is to get selected.
One thing to keep in mind is that graduation marks carry no weightage for UPSC. This is not like your school or college that past marks do matter. UPSC don’t even care what happened with your study in past, just focus on today. Anyone who wants to work hard in order to achieve success is focused.
