I saw 46 gov B schools including iim. Would the non IIM gov B schools accept only students from the states where the college is located?

No, candidates from other state are also eligible to get admission in other state.As 85% seats are reserved for local candidates which means that candidates holding domicile of a particular state can compete for 85% of seats.Whereas, candidates who doesn't hold domicile of a particular state but want to get admission in that state are non-local.And 15% seats are reserved for non-local.
So, you can seek admission in other states to.But the admission will be based on the merit secured.
