Hope you are doing well . See as NEET-2021 state quota counsellings have not been conducted for most of the states it's very difficult to tell you the exact cut-offs . However an estimation can be made based on NEET-2020 cutoffs .
The cutoff score for a government medical college in Himachal Pradesh for an SC category candidate through HP state quota counselling was 458 with a closing AIR of 123826 .
Based on the above data ,it seems that getting a government medical seat in Himachal Pradesh won't be possible for you.
Also , with this score getting a government MBBS seat through All India Quota will also not be possible .Last year the closing AIR for an SC category candidate for a government medical seat through AIQ was 81,121 i.e. a score of around 505. So you atleast needed to score 510+ in order to secure a seat .

I hope you are doing well I see that you have scored 314 marks in your neet examination. I'm sorry to tell but with the marks scored it is not possible for you to get a government seat for MBBS. Anyways there are chances for you to get a seat in private colleges through management. Also it is not possible to get a MBBS seat under 7 Lakhs per year.
Anyways these are few of the colleges with low fees structure in India. Note that the fees varies year to year, due to which it is not possible for us to give you the exact numbers.
1. KMC Manglore- Kasturba Medical College, Manglore, Karnataka. The total fees here is approximately Rs 80 lakhs.
2. HIMSR New Delhi- Humdard Institute of Medical Science and Research, Delhi. The total fees here is approximately Rs 67 lakhs.
3. IIMSR- Integral Institute of Medical Science and Research, Lucknow, Uttar Pradesh. The total fees here is approximately Rs 45 lakhs.
4. NMCH Sasaram- Narayan Medical College and Hospital, Jamuhar, Bihar. The total fees here is approximately Rs 56.25 lakhs.
5. School of Medical Science and Research, Greater Noida, Uttar Pradesh. The total fees here is approximately Rs 57 Lakhs.
