As per the rules of state counselling bodies, no outer state students are allowed to attend the counselling process for the government medical colleges in a particular state and can claim the benefits of 85% state quota seats.
An individual can avail the benefits of the 85% state quota seats through counselling from their domicile state only. They can get admission in the government medical colleges of their respective states only.
But any individual is allowed to attend the counselling for private medical colleges in any state irrespective of their domicile.
If you still want to apply for other state's government medical colleges, then register yourself for counselling under MCC for AIQ and deemed University quota seats.
Under AIQ 15% seats of all medical colleges are included and two rounds of counselling takes place to fill the seats.
The registration is already started and the last date to register is 24th June. The last date for choice filling is also 24th June. I would like to tell you to act quick and register if you have not done so yet.

Hello Muskan, the best chance for you to get a government college would be in states like Tripura and Meghalaya, but they have a cutoff of around 530 for all India quota seats. But you can get admission under state quota in government colleges in UP like Dr. Ram Manohar Lohiya Medical Institute, Lucknow(the closing rank cutoff for general category was 469 in 2018).
