Since , you are from Rajasthan , you are eligible for admission in government medical college in west bengal under all india quota but cut off under all India quota is quite high .
For example in neet 2018 ,the lowest marks that fetched a seat under all india quota in west bengal for general category was 539 marks and it was for Murshidabad Medical College & Hospitals, Murshidabad but cut off marks for Medical Colleges keeps varying every year depending on the number of students that appeared in the exam, kind of marks scored by students, toughness level of exam etc.
For instance, in neet 2019 , cut off for medical colleges has increased by 40 to 50 around on an average. So , with 558 marks in neet ,your chances are low to get a seat in government medical college in west bengal. You should better target around 600 marks in your neet 2020 examination if you want to get into government medical college in west bengal under all india quota.

Now as a Candidate with domicile of Rajasthan, you can participate only in 15% All India Quota of West Bengal GMCs. The rest 85% are for domiciled Candidates of West Bengal. You haven't mentioned your Category. Neverthless, in 2018 under All India Quota, the cut offs for West Bengal GMCs through All India Quota has been as follows:
General Category: 592
SC: 525
ST: 470
Now this is 2018 data and we do not have 2019 data yet. Having said that, cut offs change every year and are dependant on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. Considering all this, 558 might be lesser for a seat in West Bengal.
