I am not sure about the PWD Cutoffs but if you consider General then it depends upon your UG University.
The conversion of cgpa to percentage varies from Institute to institute. For example, I completed my B.Tech form VIT Vellore After graduating from there, I too had this issue of conversion of cgpa to percentage. Our Institute had the following formula for the conversion :
Percentage = (CGPA -0.5)*10
In IIT's ir is CGPA*10= Percentage.
But still most of the PSU's demands 65%.
