The eligibility criteria for JEE Mains requires you to pass your 12th boards or equivalent qualifying exam to be eligible to take the entrance test. No other minimum aggregate is required to attempt the entrance. Considering this, you seem to be eligible to attempt JEE mains 2019.
But various colleges under JEE mains have their separate eligibility criteria specifying the minimum score required at the time of the counselling process.

The criteria for eligibility in JEE Mains 2019 is:-
*Age Limit-
There is no age limit to be eligible for JEE Main 2019. However, candidates need to pass 10+2 or the equivalent examination in 2017 or 2018. Candidates appearing for 10+2
or equivalent exam in 2019 are also eligible to apply irrespective of their age.
*Qualifying Exam-
Candidates must have passed class XII or qualifying exam in 2017 or 2018.
Candidates appearing in class XII or equivalent qualifying exam in 2019 can also apply for JEE Main.
*Subjects-
It is mandatory for candidates to have taken 5 subjects in class XII or equivalent qualifying exam
The 5 subjects for B.Tech/ B.E. are:
1-Language, 2-Physics, 3-Mathematics, 4-Any one of (Chemistry, Biology, Biotechnology, Technical Vocational Subject), 5-Any other subject
*Number of Attempts-
JEE Main candidates can avail 3 attempts for the national level undergraduate engineering entrance exam.
If you find yourself eligible as per all the terms and conditions,then you can surely go for it.

Yes, you are eligible for JEE main examination but not for any IITs and NITs as they require 75% marks in class 12th board examination. The eligibility criteria is different for different colleges. So, the coleges which accept 65% marks in board examination will give you a seat. There are a lot of good private colleges which will accept your marks.

According to the eligibility criteria of JEE Main you can appear the the exam but on the basis of HRD ministry you can not join any Colleges which are deemed to Government (required 75% min), if necessary you can join good private colleges.. Such as KIT on behalf of their circumstances.
