i scored 80 marks in jee mains 2019 and i have sc quota ...is there any chance that i will get seat in civil engg in nit silchar(home state)

And your rank will be approximately Between 50,000 to 1,00000.
so yes there is a chance toget admission in NIT Silchar with SC and Home quota.
