A score of 82 percent is quite good. Now go ahead and do whatever you want. It's best not to argue with the college officials because they're there to save admission number. Simply cancel your admission to that college pay your dues if their are any and apply for a commerce course in that same college the next year using your 10th grade score. When applying for 11th grade in commerce, you only need a gap certificate bond, as a proof that what you were doing in this gap year and a letter from the college that is LC.

Yes you can repeat your class 11 by changing your stream. If you want to take commerce stream then you can do so as your stream allotment depends on class 10 result, so it will not be an issue if you want to do so.
