You can get NIT's by giving JEE Mains and attain respective percentile.
So you can apply for seats in NIT's on Jossa with the percentile of JEE Mains.

As you know that the general cut-off for JEE Mains is 90.37 percentile , but yours is 83.3 percentile . It means you have not cleared the cut-off . You cannot even give JEE Advance now.
To sit in JOSSA counselling the first priority is to clear the JEE Mains cut-off . So clearly you are not eligible . Instead of it you can try state level counsellings for states like Haryana , MP , Punjab , Odisha etc .
