Below is list of colleges in bihar with marks required in neet for sc category under state quota for a seat in Government Medical College :-
Nalanda Medical College, Patna:- 436
Patna Medical College, Patna:- 487
Darbhanga Medical College, Lehriasarai:- 413
Jawaharlal Nehru Medical College, Bhagalpur:- 436
so dear , you cannot get a seat in Government Medical College with under 389 marks under state quota.
