I secured 71.4 % in bihar board exam.So my question is that weather if i am under top 20 percentile ,then do i eligible for giving jee mains examination.

Yes, you will be eligible to give JEE Mains exam. The criteria to give JEE mains exam is not top 20 percentile or 75% aggregate. You can still give JEE mains even if you are not able to score 75% in your 10+2 level or even if you are not in the top 20. The minimum 75% aggregate was for admissions in NITs and IITs which the officials have removed due to COVID situation. So you are eligible to give JEE mains as well as admissions in NITs on the basis of JEE main score. You will not face any problem.
