I secured 90248 rank in mains,general category.Which college can I get in ipu for btech in CSE if I wait till the spot round .

It is impossible in IPU main campus. You may get any private college which comes under IPU but even for that the chances are low. Even a home state qupta student would have to struggle with that rank. If you are okay with private colleges then wait till end.
