i secured AI rank 8343 and 825 obc quota rank my marks are 79. 25 also i am a resident of uttar pradesh can i get rmnlu?

Given your rank and marks. I think it's difficult to get admission in RMNLU as cut off for this is 3017. There are plenty of private institutions and state colleges in which you can apply.
Also you can check out low tier NLUs.
