I 've 94.9% in 12th class from Commerce background . Can I get admission in Delhi University for b.a economics ?

No need to worry about, you got a good percentage in Class 12. Congratulations for it.
DU takes admission both through merit basis and through entrance exam. Merit basis means your percentage in class 12th .
Don't worry you got a good percentage and you will get a college in North Campus for BA (ECO )honors .
DU will release it's application form for admission into various UG programmes after the declaration of board result of every board.
Fill that form every college will release it's cut off. Lock any of college whose cut off you have cleared and reach to that college with your documents (which will be specified) and pay the fee and you are in that college and ready for beautiful life at DU.

Natakam you really have a good boards score you can get eco Hons in delhi university given that you also have maths as a subject and your best of four is 94.9% including maths ,English , economics and one in which you have the highest marks . And no all undergraduate courses Don't have entrances in delhi university.
