i ve got 49 percentile( obc category) in icar ,is there any chance of getting government collages

Your ICAR percentile is very low it is difficult to get Goverment Colleges. So you can try for Management quota seats.
Cut-offs changes from year to year and depends on many factors like
* Number of seats available
* Difficulty level of the exam
* Number of students appeared in the exam
* Caste Category of the students, etc.
