You can not study a professional course for free in any university or college . Colleges with low fees are available. Moreover, look for scholarship programmes for concession in your fee.
Free Engineering seats are offered if you have a "Good rank" in Engineering exams and you should have 90% above marks in higher secondary examination.

See there is no free education BTech colleges available. You can go for the Government colleges in which your Tuition fee may get exempted if you are economically weak but you have to pay for the necessary things apart from that such as Hostel Fees etc. Now if you are good academics then you can take admission and get scholarship but still you have to provide some money.
You can take the education loan and after getting the job you can pay it back. But again, there is nothing entirely for free. If you get into IIT's/NIT's/CFTI's/Any state Government colleges, then your fees may get lowered, you will get scholarship but you have to pay some money which is usually affordable.
