I want know about special round in NIT or IIT i.e fees and my possibility to take electrical engineering in NIT Surat (OBC Rank-11062).

Hi dear,
Special round is a last counselling round only held by counselling authority only if any number of seats are left to be filled.There is no fees for special rounds. You chances to get seat in Electrical Engg. with this rank in Obc category is quite less.
