I want know .if I can select in counselling after that I want leave this admission .my fees will be refunded to me.

Hope you are doing well!
Your fees will be refunded,but that will greatly depend upon the time you are leaving .In that order the refundable money will be reduced at every level.
Example-Lets say you attended the couselling and want to leave the seat after that.
Then the fees for couselling that is around Rs.10,000 INR will be deducted.Rest will be reurned.Also,how much money will be refunded varies from univeristy to university.
So,It will be better you choose wisely before going to counselling.

If we select in other best institute . Than we widhraw admission those institute in July month. What will be procedure for returning the fees from vit bhopal madhay Pradesh.

That completely depends upon the college how much they have decided to deduct...you can read in its rules and regulations/Brochure.
But,certainly the later you will leave...I less money will be refunded.
And...For sure...Counseling fees of Rs 10,000 will never be refunded
So,choose wisely
