The basic minimum eligibility requirement is having completed your graduation from a recognised university or institution with a recognised degree and being 21 years of age.
If you choose to take an arts subject for optional then you must thoroughly go through the syllabus.

As you are interested in Arts, after completion of 12 th standard you can study Bachelor's degree in Arts or any other field because minimum Undergraduation degree from a recognised College or University, is required for being eligible for UPSE IAS exam.
After completion of Graduation you need to appear for UPSE IAS exam. Exam is conducted in three stages.
You have to qualify all three stages with good score and also Medical fitness test too. Based on your performance in exams you'll be given posts like IAS, IPS, IFS, etc.
