You just need a graduation degree from a recognized university for CSE with no minimum aggregate criteria.
Now, coming to your problems, two ways to look at your situation-
Firstly, work on your weakness, learning English is not a rocket science, today you've so many multiple avenues for self-improvement, you can join any Institute or watch YouTube videos or you can surf Internet , since you asked about coaching, so many of them upload videos for English section, if you get your basics right, you'll not face any problem.
And, coming to answer writing, it needs practice, that's most important thing, if you learn the basics of English, with so much to study for CSE, you'll automatically gain immense knowledge to write it down in words. Answer writing just doesn't happen in a day, it takes days and days of labour.
Secondly, if at all you're comfortable in Hindi you can definitely give CSE in Hindi Language, it's all about your capability, we've had witnessed so many people from Hindi Medium making it to top list, you too can be one of them.
One drawback people from Hindi Medium get is lack of resources in this language, unlike English where there's vast source of information for so many subjects. If you decide to give exam in Hindi Medium, just make sure you choose optional for which study materials is readily available.

Universities incorporated by an Act of the Central or State Legislature in India or other
educational institutions established by an Act of Parliament or declared to be deemed as a
University Under Section-3 of the University Grants Commission Act, 1956, or possess an
equivalent qualification.
