If you want to become a civil service you will have to crack UPSC CSE examination. The eligibility criteria required for appearing in the exam is a bachelor's degree in any stream. If you want to have a little extra edge then you can go for humanities subject for graduation because it will help you to some extent for upsc because most of the topics in upsc is based on humanities subject. But if you want to have a back option considering uspc is very tough examination and success percentage is very low then engineering can be a good option. As far as best branch in engineering is concerned, Computer science engineering has more job prospects in comparison to other branches but you can take any branch of your choice. Its totally your choice which you think is better option for you.

Well in my opinion computer engineering has the best scope among all engineering branches .
The benefits of computer engineering as a career include great pay, job security and an environment of change and innovation.
And in terms of the best paid engineers software engineer are the best.
And due to demand and options computer engineering has lot of scope and specialisations subjects.
But as you are interested in ece branch it not that bad.
ECE students can develop an exciting career in industries like consumer electronics manufacturing organizations, Telecommunication & IT industries, Health care equipment manufacturing, Mobile communication.
Both branches rely on each other and both are equally important.
As you want to become an IAS officer i recommend you to do civil engineering.
No other Engineering stream is as useful as these branch to become an IAS officer.
