Both the branches are good for govt jobs but after your btech you must have to score a very good rank in GATE EXAMINATION HELD BY IIT to get into PSUs.

For government jobs both the branches are good. You need to get good rank in GATE for PSUs.
Besides that Civil branch has great scope in construction companies and electrical branch guys can also apply for Core as well as companies that requires coding. Overall it's great scope for electrical than civil. But as far as government jobs are considered both will equally do.

i am live in Chandigarh and i got a chance to get admission in PEC then to go in a pec or i should prefer some lower iits.... i have a sufficient rank to get admission in lower iits
Go for IITs. Companies as well as people nowadays prefer IIT tag rather than something else. Those are developing IITs, you may expect great change in upcoming years.
iit (calicut madras pallakad dhanbad goa guwahti) ..... i have get only these iits..... and i havr less chance to get ROORKEE which is good for civil
