No you must not appear for JEST exam as aspirants who are seeking admission to Ph.D. or Integrated Ph.D. Programme in Physics/Theoretical Computer Science/Neuroscience or Computational Biology can appear in the exam.
As for you, you need to appear for M.Sc Entrance Examinations such as IIT JAM, DU Entrance Exam etc.
Many colleges conduct an entrance examination for admission in MSc Economics. However, majority of the colleges grant merit-based admission to the course. Once the application forms are released, candidates will need to apply for admission to the respective institutions.

JEST is joint entrance screening test and by this candidates can take admission into PhD and Int PhD programmes in physics or theoretical computer science or neuroscience or computational biology. You can get Msc degree here by not for MSc economics, it would be for theoretical computer science.
overall , no , you cannot appear in JEST for MSC ECONOMICS.
