Generally, it is not necessary to have any publications in order to gain admission but it does help tremendously during the application consideration process as it helps your candidature stand out amongst the rest of the competition. If the remainder of your profile is attractive, however, then a lack of publications will not hinder your chances of admission.
On the other hand, a good GRE score is necessary. Most universities use GRE scores to determine whether the candidate is capable of meeting the academic requirements of a postgraduate program. Therefore, the GRE score is often used to sieve out students who may be unable to perform post-admission. It is often the first point of contact made between the applicant and the admissions committee apart from the Statement of Purpose. For admission to the top 10 universities, a score above 330 is highly desireable although 325+ scores are also commonly accepted. The Quant and Verbal averages often vary depending upon the program and the minimum requirement for AWA is 3.5 - 4 out of 6.
