Yes, You can apply. As per the eligibility an appearing student can apply for NEET or AIIMS Entrance Exam. If you wish to apply for Improvement exam, In the same year also you are eligible to apply, Only you should have your all the required documents at the time of counselling.

For giving the both JEE and NEET you have to be cleared from cbse board with suitable marks then only you can the and you cant give improvement and jee/aims at the same time.
