Eligibility criteria of JEE mains 2021 include the statement "Candidates should have passed class 12 or qualifying the exam in 2019 or 2020." Hence you can't attempt JEE mains before giving your board exams. Eligibility criteria also contain that the candidate must have qualified 12 or equivalent qualifying exam.

Yes if you are appearing your 10+2 board exams in the year 2021 then you are eligible to give Joint Entrance Examination Main 2021. Candidates should have passed class 12 or qualifying the exam in 2019 or 2020. Candidates appearing in class 12 or equivalent qualifying exam in 2021 can also apply for JEE Main 2021. Candidates should have passed class 12th with a minimum of 75% marks or they must be in the top 20 percentile in their class 12 examination and 65% for SC/ST candidates to be eligible for admissions in NITs and IITs.
