If you belong to OBC Category, the Community you belong to should be listed in the Central OBC list. Or else you will be considered a Candidate of General Category at All India Counselling level. At All India Level, if the Community you belong to is listed in the Central OBC list, then you can participate under OBC reservation of 27%. But at State Level, being a Candidate of OBC-NCL, you can claim the regular OBC reservation of 27%.

For admission in medical colleges through NEET, there are two broad Quotas. First is the All India Quota, which makes you eligible to get admission in any state of the country irrespective of your domicile. The other is State Quota, under which you can get admission in only those medical colleges of whose domicile you possess.
There are just 15% seats reserved for non-domicile students under All India Quota, whereas under State Quota, 85% of seats are reserved.
If you come under OBC Category or have marked as OBC during NEET form filling and have required documents, your admission will be on OBC seats under both Quota, roughly 27%. OBC cutoff is generally lower than general category cutoff.
