Process of getting a PhD admit in abroad varies alot from university to University so try looking at the University official sites you were willing to jon beforehand.
In general you need this things to apply to for a PhD :
After getting all the documents you generally required as mentioned above start picking up the college you want to do your PhD

- GRE and TOEFL scores (few schools just ask for GRE but few even ask for TOEFL)
- Letters of recommendation (talk to your professors and convince them to write a good letter of recommendation for you.your professors reputation or network will always keep you out of the crowd so try to get atleast one LOR from a well known professor/researcher to maximize your chances)
- Resume
