Dear Aspirant,
Process of getting a PhD admit in abroad varies alot from university to University so try looking at the University official sites you were willing to jon beforehand.
In general you need this things to apply to for a PhD :
After getting all the documents you generally required as mentioned above start picking up the college you want to do your PhD
Scholarships are provided at many universities via fellowships as well as research assistant roles i feel like you need to check this things individually by looking at the research labs and by building a relationship with the professor via mails after going through there research work from the University research portal.

- statement of purpose (be clear about the research area/lab you want to spend your next 5 years)
- GRE and TOEFL scores (few schools just ask for GRE but few even ask for TOEFL)
- Letters of recommendation (talk to your professors and convince them to write a good letter of recommendation for you.your professors reputation or network will always keep you out of the crowd so try to get atleast one LOR from a well known professor/researcher to maximize your chances)
- Resume
After getting all the documents you generally required as mentioned above start picking up the college you want to do your PhD
- Go to the official college site
- Look out for required documents to begin your application over there and cross verify whether you had everything you need or not.
- Fill out the application as soon as the university opens up there portal.
- pay the application fee (check out for application fee waivers)
- Attend the interview
- Wait for your results.
