I want to study bio medical engineering in Tamil Nadu without fees but I haven't apply for counseling is this possible

It might be a bit difficult. Try checking their website to see if the deadline for counselling application is not yet over. You can also try mailing them to check for any extensions.
Even if the date has not yet passed, there are other factors you'd need for full scholarship, like a high entrance exam marks/any sort of quota.
