Hello!
Yes, it is mandatory to qualify NEET for admission to medical courses in foreign country. The Medical Council of India (MCI) has declared through a public notice on March 8, 2018. The notification clearly states that the new rule has been introduced by the MCI with the approval of MoHFW. The notice indicates that an Indian national or Overseas Citizen of India (OCI) who wish to pursue MBBS in the medical university/college/institute outside India shall mandatorily qualify in NEET. The result of NEET will be treated as the Eligibility Certificate for such candidates.

As per the new rules yes you are required to qualify NEET to go abroad for MBBS. One time exception was given to aspirants in this for 2017, however, it is unlikely the same will be allowed from now on. Furthermore, you should note that it is easy to qualify NEET as of 720 marks, you would require around 120-150 marks for qualifying considering previous two-year trends. The cutoff for General for NEET 2018 was as low as 119.
