The basic qualification for an MS abroad is an undergraduate degree. It depends on what kind of MS you want to do.

For an MBA, a GMAT score is used by most top institutes
For any other MS (Engineering, social sciences, pure sciences, etc.)you are required to get a GRE.

Along with the above, you are also required to prove your English Language proficiency. This can be done by scoring well in any of the above exams (IELTS, TOEFL, PTE, CAE, to name a few).

The universities usually have a window period within which you need to apply. The application usually consists of a Resume, a couple of Letters Of Recommendations and a Statement of Purpose.
