If you can prove you're a Delhi based student you are eligible to join with your 10+2 marksheet

Else you must go through the jee entrance. There reservation of obc will work only if you're on the national registry of obc.

Since you've said your haryana obc, I don't think you'll be entitled to obc quota but I suggest you check up if you are in the national registry of obc.
