Here's the answer to your query. Basically
State quota is for those who have domicile for that state and they will get admission in government and private colleges of that state based on state quota.
While Institutional quota is basically the seats of Institutes or you can say management quota seats. Non domicile candidates can also apply for management quota seats.
So if you have domicile of Maharashtra you can apply for state quota and if not then in Institutional quota.
Here is the domicile criteria for Maharashtra:-
Any person from the State of Maharashtra could obtain this certificate, provided that he or she is a resident in the State for the last 15 years.
Or You should have birth certificate issued by Maharashtra government.
