The minimum qualification for UPSC exam is that, the candidate must hold a degree from Government recognised University or possess an equivalent qualification. Means he must be a graduate. And also your age must be between 21 to 32 years and you must be an indian citizen to become an IPS. You can also apply for UPSC exam if you hold a degree in PCM subjects.
