To appear for KVPY you need to meet the eligibility criteria for different streams. For stream SA you should be studying in XI Standard (Science Subjects) . For stream SX you must be in XII Standard (Science Subjects).If you are in 1st year of UG course in Basic Science such as Physics/Chemistry/Mathematics and Biology leading to B.Sc/BS/B.Stat./B.Math./Int.M.Sc/MS you may look for stream SB.
So unfortunately the ans to your question is NO.

I don't no where are the college to study instrumental handling??
Sorry to say, but NO, droppers aren't elligible to appear for the KVPY Examination.
Only current Class 11and Class 12 students through SA and SX stream can apply while being in school.
And Undergrad students of 1st Year pursuing B.Sc. from an affiliated college can sit for the exam through SB stream. But, droppers aren't allowed.

Yes your respective eligible to write Kvpy exam. But since you have passed 12th or dropped out your age will be considered around 18 which will automatically make you to wrote degree level kvpy examination. The kvpy examination will be held for degree level rather than the class 12 level which you had previously written. You will asked questions from degree level and the level of difficulty would be much higher.
