I was allotted a college in first round in COMED-K 2020 and my decision was 'reject and upgrade' .I also participated in 2nd and 3rd round and was not allotted any college. Is my counselling fees refundable?

An amount of 5000 will be refunded only if you have chosen to reject and withdraw your seat after the 1st round. So , as you have chosen reject and upgrade , you will not be eligible for a refund. According to their refund rules :
1.You will receive rupees 5000 back if the you had opted for ‘Reject and Withdraw’ after round 1 or if no seat has been allotted in round 1 of 2
2. For those who selected the ‘Accept’/’Accept and Upgrade’ option in round 1,rupees 50,000 will be refunded from the fee if the seat is surrendered within the surrender period. No fee Refund will be initiated if the you surrender the seat after the surrender period.
3.While accepting the seat allotted in 2nd round, i.e., if you have selected the ‘Accept’ option in Round 2 rupees 50,000 from the fee will not be refunded under any circumstance.
