I was allotted college in the 1st round but I didn't join and in the 2nd round I wasn't allotted any college so am I eligible for mop up?

Dear Aspirant,
Please mention the name of the counseling you have participated in.
Generally in the counselling you are allowed to participate in mop up round ,if you have participated in a counselling and didn't accepted the seat allotted to you in earlier round of counselling .
