The upper age limit to apply for UPSC aspirants for General category is for 32 years. The minimum age of the candidate must be 21 years. So, that means you can only be eligible to apply for UPSC exam till 2024, calculating from your date of birth.
Furthermore, the age limit eligibility criteria for UPSC exam for all categories is listed below :
UPSC Civil Services Exam Age Limit: Candidate must be a minimum of 21 years of age and must not be more than 32 years of age. General Category & EWS: 32 years ; 6 attempts. OBC (with certificate): 32 years + 3 years; 9 attempts. SC/ST: 32 years + 5 years; unlimited attempts.

Being a general category student with your mentioned date of birth , you are eligible only till UPSC 2024
This is because,
With your mentioned date of birth you will be over 32 years that is 32 years some months old as on 1st August 2025 and thus, you won't be eligible for UPSC 2025,you will be eligible only till UPSC 2024
