Hey, Rahul!

OBC certificates are issued for a lifetime and it need not be renewed until you change your community. So, to answer your question, no, you need not get it reissued for JAC- Delhi 2019. The one you possess right now should work and can be submitted for verification purposes. Hope this helps. All the best!
