i was not alloted bds seat In any phases but now I got allotment in additional mopup round i didnot download the allotment order should I need to pay any penalty?

Without the seat allotment letter, the college can deny your admission into the college as it is a kind of proof that allows you to take admission in the respective college. However, you may visit the college with all the necessary documents and also verify your result with the results posted online at the official website- https://mcc.nic.in/WebinfoUG/File/ViewFile?FileId=4619&LangId=P
